DISCIPLINARY OFFENSES AND SANCTIONS

Annex to the WFKO Disciplinary Commission Regulation


DISCIPLINARY RULES

Art. 1.1 – The disciplinary rules contribute to the proper conduct of all activities of the World Freestyle Kickboxing Organization (WFKO).

Art. 1.2 – These disciplinary rules apply to all affiliated clubs, officials, and athletes who commit offenses:

  • in competition venues;
  • in club headquarters or other locations where they carry out their activities, and in their immediate vicinity;
  • at the WFKO headquarters;
  • in any other place when the violation of discipline concerns officials, persons, or property directly or indirectly related to WFKO.

Art. 1.3 – Officials include: representatives of WFKO, members of the Federal Bureau, presidents and members of all committees and commissions under WFKO, leaders of affiliated clubs, coaches, instructors, referees, and athletes.

Art. 1.4 – No one may invoke ignorance or misinterpretation of disciplinary rules and WFKO regulations as a defense.


OFFENSES

Art. 2.1 – An offense is any act that violates the rules of sports ethics, competition, organization, and discipline, and represents the sole legal basis for applying a sanction.

Art. 2.2 – An offense consists of an action or inaction that harms the proper conduct of sporting activity and requires disciplinary sanctions.

Art. 2.3 – Recidivism is defined as committing a new offense within one calendar year from the date of the previous sanction.

Art. 2.4 – In case of recidivism, all disciplinary sanctions may be increased up to double.

Art. 2.5 – If, even after doubling the sanction, the offender persists, the sanction may be temporary suspension or permanent exclusion from WFKO.


DISCIPLINARY SANCTIONS

Art. 3.1 – A disciplinary sanction is both an educational measure and a coercive action applied to clubs and officials who commit acts of indiscipline, aiming to prevent future violations and ensure proper activity.

Art. 3.2 – The disciplinary sanctions are:

  • written warning;
  • fine;
  • suspension;
  • exclusion.

Art. 3.3 – A warning consists of a written notification highlighting the committed offense and the consequences of repeating such behavior.

Art. 3.4 – A fine is a disciplinary sanction requiring payment of a sum of money to WFKO, within the amount and deadline set by the Disciplinary Commission.

Art. 3.5 – Failure to pay the fine within the deadline results in suspension until payment is made.

Art. 3.6 – Suspension represents the prohibition to participate in activities organized by WFKO for a period determined by the Disciplinary Commission.

Art. 3.7 – Exclusion represents removal from WFKO records and prohibition from participating in any WFKO activities.

Art. 3.8 – In special circumstances, sanctions may be cumulative; otherwise, the sanction for the most serious offense applies.


PRINCIPLES AND CRITERIA FOR APPLYING SANCTIONS

Art. 4.1 – Sanctions are applied progressively.

Art. 4.2 – Upon appeal, if new evidence or witnesses are presented, the Appeal Commission may reassess and modify the sanction.

Art. 4.3 – Mitigating or aggravating circumstances may be considered.

Art. 4.4 – Recidivism automatically leads to harsher sanctions.

Art. 4.5 – Offenses committed before or after competitions are sanctioned under the same rules.

Art. 4.6 – The Disciplinary Commission determines the effective date of sanctions.

Art. 4.7 – Mitigating circumstances include:

  • acting under strong emotional distress caused by provocation;
  • exceeding the limits of self-defense;
  • previously exemplary conduct;
  • efforts to remedy the consequences;
  • sincere attitude before the Commission.

Art. 4.8 – Aggravating circumstances include:

  • committing the offense in a group;
  • acts of violence;
  • intoxication;
  • material interest;
  • causing material damage;
  • attempting to conceal another offense;
  • defamatory public statements against WFKO;
  • falsifying evidence;
  • misleading others;
  • causing harm to persons or property.

Art. 4.9 – The Commission may consider other aggravating circumstances.


SANCTIONS APPLICABLE TO ALL WFKO OFFICIALS

Art. 5.1 – Using the name or logo of WFKO for political purposes is sanctioned with a fine of 1000–3000 EUR and suspension for at least 1 year.

Art. 5.2 – Favoring one discipline over another within WFKO is sanctioned with a fine of 500–1000 EUR and suspension for at least 1 year.

Art. 5.3 – Representing another federation competing in the same field is sanctioned with a fine of 1000–2000 EUR and suspension for at least 1 year.


SANCTIONS FOR COACHES, INSTRUCTORS, AND CLUB REPRESENTATIVES

  • minor offenses → warning + 100–300 EUR
  • repeated warnings → 300 EUR fine
  • absence from official training → 300–500 EUR
  • misconduct / insults → 500–1000 EUR + suspension
  • serious misconduct → 1000–1500 EUR + suspension
  • violence / fraud / theft → exclusion
  • unauthorized competitions → 500–1000 EUR

SANCTIONS FOR CLUBS ORGANIZING EVENTS UNDER WFKO

  • organizational failures → 300–500 EUR
  • violations may lead to loss of the right to organize events

SANCTIONS FOR ATHLETES

  • minor misconduct → warning
  • repeated warnings → fine
  • insults / unsportsmanlike behavior → fine + suspension
  • serious misconduct → higher fine + suspension
  • violence → exclusion
  • doping → sanctions according to WADA/ANAD rules
  • false identity / documents → 500–1000 EUR + suspension
  • absence from national team → fine + suspension

SANCTIONS FOR REFEREES

Art. 9 – Referee offenses are judged according to the Referee Statute in force at the time of the offense.


FINAL PROVISIONS

Art. 10 – This annex is an integral part of the Disciplinary Commission Regulation of WFKO and enters into force upon approval by the governing body.
